The Postbank in Bulgaria has free ATM withdrawals, correct as of February 2023.
4. Ziraat Bank
The Ziraat Bank in Bulgaria has free ATM withdrawals, correct as of February 2023.
5. Central Cooperative Bank
Another ATM with no withdrawal fees is the Central Cooperative Bank.

Just as a footnote, not all ATMs in Bulgaria offer free withdrawals. RJ reported that the FiBank charged 5.70 Lev (2.80€) on a 250 Lev (128€) withdrawal.
