Banco Hipotecario is one of the best banks in El Salvador for the traveller because they offer free ATM withdrawals.
ATM withdrawal fees are a rip-off! and one of the tasks faced by travellers in every new country is to find a bank that offers free withdrawals.
They vary dramatically.
In Mexico for example, the BBVA bank charges 174 Pesos yet the Inbursa is the best ATM to use in Mexico as it has the lowest fees at just 17.40 Pesos.

The only downside is that the Banco Hipotecario ATM only accepts VISA. And I checked it for myself using a Mexican issued VISA card and a UK issued Revolut VISA debit card.
